THE SEVEN LISTS OF COMPLIANCE FOR REACH SVHC

WHAT YOU SHOULD KNOW ABOUT THEM TO BE COMPLIANT In last week’s post, we reviewed REACH and an overview of the number of chemicals/substances regulated by REACH. This week, we will go into additional details on the impact of the regulation. A central point of REACH is that it does not just impact or restrict itself to the chemical industry. The regulation is designed to improve/reduce the environmental impact of all products from the manufacture, transportation, import, export, sale, use and ultimately disposal or recycling phase of a product. In other words, producers, distributors, retailers and consumers must be concerned about the environmental impact of everything they produce, sell or use through a products entire lifecycle. REACH regulates almost all substances manufactured or imported into the EU market above one ton per year. If a product contains a Substances of Very High Concern (SVHC), it will require some form of

REACH: THE SAGA CONTINUES

Let us first try to get a general idea of what REACH is and the current impact of this regulation. REACH stands for the Registration, Evaluation, Authorisation and Restriction of Chemicals and is a European Union (EU) Regulation that went into effect June 1, 2007. It is officially known as Regulation (EC) No 1907/2006. Additionally, Substances of Very High Concern (SVHC) are chemicals/substances regulated by REACH. REACH regulates what chemicals can be imported and used in the EU common market. The SHVC Candidate List currently contains 173 chemicals as of this writing that may negatively impact human health and the environment. When the REACH regulation was established, the European Chemicals Agency (ECHA) generated a budgetary forecast of 440 basic substances that were expected to be formally reviewed for eventual placement on the list by 2020. This information was also included in the 2009 “SVHC Roadmap to 2020” plan. While the

This regulation also created the European Chemical Agency (ECHA) that administrates REACH. REACH consists of three main substance lists of that are of concern to product manufacturers and importers: 1. Substances of Very High Concern (SVHC) Candidate List known as Annex I of Regulation (EC) No. 1907/2006 2. REACH Authorisation List known as Annex XIV 3. Restricted Substances List known as Annex XVII The SVHC Candidate List, which currently contains 173 substances at the time of this writing, has a reporting obligation. If you use any substance above a specific threshold in
